The European voice for informal carers

In accordance with Article 14.1 of our internal rules (see bottom of this page), each member organisation in good standing has the right to nominate one individual to serve on the Board. The Board membership is structured into three panels: Directors nominated by tier 1 members; Directors nominated by tier 2 members; and a ‘management and technical’ panel, which can include up to three individuals co-opted by the Board to enhance its management and technical expertise.

The allocation of vacancies is determined by the number of organisations in each tier. Specifically, the number of ‘tier 1’ vacancies is set at one third of the total number of tier 1 organisations and the number of vacancies in the ‘tier 2’ panel is equivalent to one tenth of the total number of tier 2 organisations.

Based on our membership count at the time of nominations, there were 13 Tier I and 27 Tier II Full Members, resulting in a total of 5 reserved Board seats in the Tier 1 category and 3 seats in the Tier 2 category. With some seats already filled, two seats are vacant — one in the Tier I category and one in the Tier II category.

Nominations were accepted from the 14th April to the 2nd May. By the Board’s deadline, two Tier I and one Tier II full membership nominations were submitted in compliance with our rules.

In line with Article 14.3 of our internal rules, no vote is required for the appointment of new Tier II Board members when the number of nominations received by the Secretariat matches the number of available seats in that category. As Mr Andreas Hoff (Wir pflegen e.V.) was the sole candidate for the available Tier II seat, we are pleased to confirm his appointment to the Board for a second mandate. On behalf of the network, we extend our warm congratulations to him and look forward to continuing our collaboration.

Article 14 of Eurocarers Internal Rules:

Article 14 – Board of Directors representation

Board representation shall be organised as follows:

14.1 Each member organisation is entitled to nominate one person to serve on the Board. Board membership will be organised into three panels: Directors nominated by Tier 1 members, Directors nominated by Tier 2 members and a third panel of co-opted Board members. Eurocarers’ tiered membership system is depicted in Annex 1 of this document.

14.2 Tier 1 members – The number of vacancies on the Tier 1 panel will be equivalent to one-third of the number of organisations that have paid the appropriate Tier 1 membership fee by the required date, rounded up to the nearest whole number. If there are more nominations than vacancies, an election will be held for this panel, with the votes of all Full Members counted equally. If there are fewer nominations than vacancies, all nominees will be deemed elected and the Board will have the right to fill any remaining vacancies by co-option. Such co-opted individuals do not need to be members of a Tier 1 organisation;

14.3 Tier 2 members – The number of vacancies on the Tier 2 panel will be equivalent to one-tenth of the organisations that have paid the appropriate Tier 2 membership fee by the required date, rounded up to the nearest whole number. If there are more nominations than vacancies, an election will take place for this panel, with votes from both Tier 1 and Tier 2 Full Members counted. If there are fewer nominations than vacancies, all nominees will be deemed elected and the Board of Directors will have the right to fill any vacancies by co-option. Such co-options do not need to be members of a Tier 2 organisation;

14.4 Co-opted Board members – The Board may co-opt up to three additional individuals as Directors to enhance its management and technical expertise or to ensure that the diverse membership of Eurocarers is adequately represented on the Board. These co-opted members can be appointed from both within and outside the Eurocarers network, depending on the specific competencies or qualities sought by the Board.

Co-opted Board members are appointed for a term of one year, which may be renewed for up to two additional one-year terms. They hold full voting rights within the Board. The total number of co-opted Board members must never exceed the number of elected Board members.
