The European voice for informal carers

In accordance with Article 15 of our internal rules (see bottom of this page), each full member organisation in good standing has the right to nominate one individual to serve on the Board. The Board membership is structured into three panels: Directors nominated by tier 1 members; Directors nominated by tier 2 members; and a ‘management and technical’ panel, which can include up to four individuals co-opted by the Board to enhance its management and technical expertise.

The allocation of vacancies is determined by the number of organisations in each tier. Specifically, the number of ‘tier 1’ vacancies is set at one third of the total number of tier 1 organisations and the number of vacancies in the ‘tier 2’ panel is equivalent to one tenth of the total number of tier 2 organisations.

Based on our membership count at the time of nominations, there were 13 Tier I and 26 Tier II Full Members, resulting in a total of 5 and 3 Board seats at the disposal of the Tier I and Tier II categories, respectively. With some seats already filled, four vacancies were available in the Tier I category.

Nominations were accepted from 1st April to 30th April. By the Board’s deadline, four Tier I full membership nominations were submitted in compliance with our rules.

In line with article 15.3 of our internal rules, no vote is required for the appointment of our new Tier I Board members when the number of nominations received by the Secretariat is equal to the number of available seats for that category. We are therefore delighted to welcome or confirm John Dunne (Family Carers Ireland), Sebastian Fischer (wir Pflegen e.V.), Emily Holzhausen (Carers UK) and Marie Lenstrup (Carers Denmark) as members of our Board. We extend our warm congratulations to them on behalf of the network!

Article 15 of Eurocarers Internal Rules:

Article 15 – Board of Directors representation

Board representation shall be organised as follows:

15.1 Each member organisation is entitled to nominate one person to serve on the Board. Membership of the board will be organised into three panels – directors nominated by tier 1 members; directors nominated by tier 2 members and a third ‘management and technical’ panel.

15.2  Tier 1 members –The number of vacancies on the ‘tier 1’ panel will be equivalent to one third of the number of organisations who have paid the appropriate tier 1 membership fee by the required date rounded up to the nearest number. If there are more nominations than vacancies then an election will take place for this panel in which the votes of all full members will both be counted equally. If there are fewer nominations than vacancies then all nominees will be deemed elected and the Board will be entitled to fill any remaining vacancies by co-option. Such co-options do not have to be members of a tier 1 organisation;

15.3 Tier 2 members – The number of vacancies on the ‘tier 2’ panel shall be equivalent to one tenth of the number of organisations who have paid the appropriate tier 2 membership fee by the required date rounded up to the nearest whole number.  If there are more nominations than vacancies then an election will take in place for this panel in which the votes of full members Tier 1 and Tier 2 will both be counted. If there are fewer nominations than vacancies then all nominees will be deemed elected and the Board of Directors will be entitled to fill any vacancies by co-option. Such co-options do not have to be members of a tier 2 organisation;

15.4 Management and technical panel – the Board will be entitled to co-opt up to four additional individuals as directors, who in its opinion will complement its management and technical skills. This figure may be increased by any casual vacancies which arise on either of the other two panels.
