About Eurocarers:

Eurocarers is the European umbrella organisation representing informal carers and their organisations, irrespective of the age or health needs of the person they are caring for. Our network comprises 73 carers’ organisations as well as relevant research and development bodies from 25 countries. We are dedicated to ensuring that the care needs of the European population are met in a fair and inclusive manner and that the crucial role of informal carers in the delivery of care is acknowledged, valued and supported.

Position: External Evaluator (Freelance)

Eurocarers is seeking an External Evaluator to join us on a freelance basis. The mission involves developing a survey questionnaire to be distributed among our member organisations in early November. The aim is to gather feedback on key areas such as:

  • The operation of our Secretariat and network, including the structure and content of our work programmes and the types of activities we organise;
  • Our internal and external communications, including our flagship annual initiative, European Carers Day (6th October);
  • Our renewed ambitions for the network and the European carers movement for the period 2025-2030, particularly our focus on promoting the development of in-country organisations representing informal carers; and
  • Our impact, especially in relation to high-level policy initiatives such as the EU Care Strategy, and gathering feedback on our members’ experiences at national and regional levels.

The questionnaire will be disseminated by the Eurocarers Secretariat. The External Evaluator will be responsible for collecting and analysing the responses to develop a summary report with two main objectives:

  1. Identifying any red flags or urgent issues that need to be addressed.
  2. Outlining the scope for future, more in-depth evaluations to allow a detailed examination of specific dimensions of our work.

The survey may also be complemented by interviews with a selection of colleagues from the network, if deemed necessary.

Offers should be submitted no later than 11th October to Mr. Stecy Yghemonos, Eurocarers Director, at sy@eurocarers.org. Please use the subject line “[Your Name] – Offer External Evaluator”.

Proposals will be assessed based on best value for money. Selected applicant(s) will be contacted on a rolling basis (either online or in person), so early applications are encouraged. Please note that only shortlisted candidates will be contacted. The successful candidate will be expected to start as soon as possible.
