
Call for Tenders: Baseline Study Researcher & 8 National Coordinators – Carer-Led Organisations Development Programme

Eurocarers is a leading organisation dedicated to recognising and supporting informal carers across Europe. Carer-led organisations play a vital role in advocating for carers, providing essential services and influencing policy development. However, little is known about the scale, scope and capacity of such organisations across Europe.
Eurocarers has set up a Carer-Led Organisations Development (CLOD) Programme as part of its forthcoming Strategic Framework (2027-2032) as well as a working group to support the organisational development of Eurocarers’ existing members. In parallel, Eurocarers is striving to support the grassroots-level development of entities via curious individuals and organisations interested in establishing a carer-led organisation in their country or region.
As part of our CLOD Programme, we are launching two parallel Calls for Tenders to strengthen carer-led organisations across Europe.
Baseline Study Researcher – The Prevalence and Capacity of Carer-Led Organisations in Europe
We are seeking a consultant to compile a baseline study (for Eurocarers) to assess the prevalence and capacity of carer-led organisations across selected European countries and regions.The study aims to generate evidence to inform advocacy, policy development and capacity-building initiatives, such as mentoring, training materials, learning networks, and Eurocarers’ forthcoming learning academy.
Through a mapping of the informal care landscape and an analysis of the strengths, challenges and opportunities toward establishing national carer-led organisations, the study will contribute to a greater understanding of the state of play of carer-led organisations across different European countries. It will also provide recommendations for expanding or strengthening Eurocarers’ membership, with the overall aim of proposing an action strategy to strengthen Eurocarers’ role in supporting carers and ensuring their voices are heard by policy makers.
Required expertise
The successful tenderer will demonstrate:
- Proven experience in conducting research and studies in the field of social policy, health, or related areas.
- Strong knowledge of the role and functioning of non-profit organisations, ideally carer-led organisations.
- Expertise in data collection, analysis and report writing.
- Proven ability to draft and consolidate evidence in fluent English.
- Ability to engage effectively with stakeholders across European countries.
Submission Requirements
- A brief technical note reflecting your understanding of the tasks;
- A technical proposal outlining the methodology and approach for the study, ideally also a proposed structure of the study;
- The justification of how your experience and profile match the above requirements including CV of the people involved and their list of publications (ideally in peer reviewed journals);
- Your financial offer based on the number of working days that you intend to spend on this assignment as well as any travelling/communication costs to be foreseen;
- Examples of previous relevant work;
- Confirmation of your availability to further refine the proposal following exchanges with Eurocarers contact person and related working group;
- Any added value beyond the present ToR proposed by the consultant will be taken into consideration.

National Coordinators ( 8 positions – one per country)
We are seeking eight National Coordinators -one per target country- to support the local deployment of the CLOD Programme and support grassroots level development of carer-led organisations in countries where Eurocarers currently has little or no member representation (likely in Cyprus, Estonia, Hungary, Lithuania, North Macedonia, Poland, Portugal and Romania). These eight countries may be adapted depending on Eurocarers’ needs and the submission of applications.
National Coordinators will contribute deep, localised knowledge, strengthen national-level relationship building, and facilitate data collection for Eurocarers’ baseline study. The overall goal is to foster the ecosystem for informal carers in at least the eight countries and regions, ensuring their voices are heard by policy makers.
Required Profile
The successful tenderer will demonstrate:
- Native fluency in the language of the targeted country; professional working proficiency in English.
- Experience in digital communication, event organisation (webinars), and field research (focus groups).
- Existing connections to local carers, social care, healthcare, women rights organisations or other civil society networks are highly desirable, as well as to national stakeholders and policy makers. Strong knowledge of the role and functioning of non-profit organisations, ideally carer-led organisations.
- Access to digital hosting tools (e.g., Zoom/Teams) and capability to work autonomously under a freelance/consultancy contract.

- Examples of previous relevant work experience (i.e., organising webinars, stakeholder engagement, relationship building, data collection, such as focus group methods
- Experience with co-ordination and communication tasks, i.e. experience/ideas of relevant organisations in your country, survey and webinar promotion, stakeholder knowledge on which organisations/networks to approach
- Research and report writing, i.e. country gap analysis report, overview of opportunities and barriers
- Any added value beyond the present ToR proposed by the consultant will be taken into consideration.
