Project description:

The Carer-Led Organisations Development (CLOD) Programme is an initiative supporting the emergence and growth of grassroots carer-led organisations and platforms across Europe and is part of Eurocarers’ 2027–2032 Strategic Framework. 

The CLOD Programme responds to the persistent lack of structured, carer-led organisations across Europe by strengthening the organisational, governance and advocacy capacity of existing or newly emerging organisations, with particular emphasis on women’s empowerment and the inclusion of carers from marginalised backgrounds, including those in rural areas, ethnic minorities, carers with disabilities and young carers. This extends to individual informal carers who may wish to establish their own organisation or contribute more broadly to the growing movement of informal carers across Europe.

Through this initiative, Eurocarers seeks to:

  • Establish an evidence-based understanding of carer representation and needs by producing a baseline study across countries and regions with few or no Eurocarers members. (Targeted countries include: Bulgaria, Cyprus, Estonia, Hungary, Lithuania, North Macedonia, Poland, Portugal and Romania);
  • Build informal carers’ leadership and advocacy skills through training, seminars and peer-to-peer twinning, within the umbrella of Eurocarers’ upcoming Learning Academy;
  • Facilitate partnerships between member organisations, carer-led platforms and relevant national stakeholders, such as representatives from organisations advocating for women’s or migrants’ rights or those caring for persons with a disability or experiencing mental ill-health;
  • Promote women’s empowerment and inclusive governance models, opening leadership pathways for women carers;
  • Connect national efforts into a pan-European learning network;
  • Build a lasting network between Eurocarers and the participating carer-led platforms, transforming local efforts into a wider movement for care system reform that lasts well into the future.
