
New Publication: Minimum Support Standards for Young Carers and Child Participation
We are pleased to share the publication of “Young Carers’ Minimum Support Standards and Child Participation” (Deliverable D2.2), developed under the OUR VOICES project (CERV-2024-CHILD)
This comprehensive document sets out essential standards for recognising, supporting and ensuring the meaningful participation of young carers (YCs). It provides a practical framework for national and local authorities, civil society organisations, schools, health and social services, and other stakeholders working with children and families.
The publication highlights that young carers are often invisible within legislation and policy frameworks, and that their participation frequently remains consultative or tokenistic rather than genuinely influential.
It outlines minimum standards in areas such as recognition and identification, organisational responsibilities, and practical measures to enable safe, inclusive and meaningful participation.
Importantly, the document goes beyond theory. It draws on cross-country analysis (Slovenia, Italy, Sweden, Flanders, Bulgaria and EU-level structures) and identifies concrete systemic and individual barriers that prevent young carers from being heard and included.
It also offers clear recommendations to address these gaps and strengthen accountability.
By setting minimum support standards, the report contributes to advancing a rights-based, evidence-informed and coherent approach to young carers across Europe. It supports the implementation of the UN Convention on the Rights of the Child and aligns with broader EU commitments under the EU Care Strategy and the European Child Guarantee.
